NC State Building Code (2018 Edition, IBC-based)

What North Carolina permit submissions actually require

North Carolina enforces the NC State Building Code, based on the 2018 International Building Code with NC-specific amendments. Permits in NC are issued by local jurisdictions (counties and municipalities) following the state code. The 2021 National Electrical Code is required for all electrical permits. The NC Department of Insurance's Engineering Division provides code interpretation support.

  • 1
Plan submittal requirements — full set for commercial, site-specific for residential
North Carolina requires all commercial building projects to be submitted for plan review before permits can be issued. Residential (1 and 2 family) plans are not generally required for plan review, but a complete set must be kept on the job site for inspector reference. Most NC counties require 2 complete sets for commercial projects. Charlotte (Mecklenburg County) has a 3-set requirement for many commercial project types.
  • 2
Scale indicated on every sheet — accurate to the print
NC permit drawings must clearly indicate scale on every sheet. Site plans require a graphical scale bar. The print must match the stated scale — a common rejection trigger in Raleigh, Charlotte, and Greensboro permit offices is a Revit or AutoCAD PDF where the printed scale doesn't match the title block notation due to incorrect export settings.
  • 3
Architect or engineer seal — required for most commercial
North Carolina General Statutes require plans for commercial construction to be prepared and sealed by a NC-licensed architect or engineer. G.S. 160D-1110 prohibits issuing building permits for work requiring a licensed professional unless the plans bear a NC seal. Exception: commercial projects with a total value under $200,000 and under 3,000 sq ft are exempt from the professional seal requirement.
  • 4
Complete title block and author identification
NC General Statute G.S. 160D-1110 requires that all permit plans and specifications be identified by the name and address of their author. Title blocks must include: project name and address, designer or engineer name and NC license number, date, sheet numbering, and the NC Building Code edition referenced. Missing author identification on any sheet triggers rejection.
  • 5
Specific plan content required for NC permit review
North Carolina commercial permit submissions must include as a minimum: floor plan, site plan, foundation plan, floor and roof framing plans or truss layouts, all fenestration penetrations, and flashing details. Energy code compliance documentation is required. Projects involving life safety systems require fire protection plan review separately.
  • 6
Sheet size — 24×36 (ARCH D) standard for commercial
Most North Carolina building departments require 24×36 (ARCH D) for commercial permit submissions. Mecklenburg County (Charlotte) requires 24×36 for commercial projects. Wake County (Raleigh) accepts 24×36 as standard. Submitting commercial drawings at smaller sizes will typically result in requests for full-size resubmission.
Common North Carolina Rejections

Why North Carolina permit sets get sent back

North Carolina building departments follow strict submittal checklists. A single missing element — wrong scale, incomplete title block, missing seal on one discipline sheet — sends your submission back for revision and resubmission. These are the most common rejection triggers we see.

Most common
Wrong scale on printed drawings
Revit 'Fit to Page' or AutoCAD model space export — the #1 permit rejection cause in NC. Raleigh, Charlotte, and Greensboro permit offices flag wrong-scale submissions in initial review. The print says 1/4"=1'-0" but measures differently.
NC-specific
Missing or improper author identification
G.S. 160D-1110 requires all permit plans to identify the author by name and address. Plans submitted without author identification on each sheet are rejected before plan review begins. This applies to unsealed residential plans as well as sealed commercial drawings.
Commercial
Incomplete engineer seal coverage
NC requires sealed drawings for most commercial projects. A common error is sealing only the cover sheet rather than every individual discipline sheet. Each discipline's drawings must be individually signed, sealed, and dated by the responsible NC-licensed professional.
Common
Wrong NC Building Code edition cited
NC uses the 2018 NC Building Code (IBC-based) for most building permits and the 2021 NEC for electrical. Plans referencing the wrong edition or failing to cite the NC edition (rather than straight IBC) are flagged in plan review.
Charlotte specific
Mecklenburg 3-set requirement for commercial
Mecklenburg County requires 3 sets of drawings for most commercial projects, plus separate sets for electrical and mechanical reviews. Submitting only 2 sets for a Charlotte commercial project results in an incomplete submittal rejection.
Frequent
Incomplete foundation or framing plans
NC Building Code requires foundation plans, floor/roof framing plans, and truss layouts as minimum content for permit review. Submissions missing any of these structural elements are rejected for incomplete construction documents.

North Carolina permit set FAQ

Common questions about North Carolina permit drawing requirements.

North Carolina uses the NC State Building Code, based on the 2018 International Building Code with NC-specific amendments. All permits issued since January 1, 2019 must meet the 2018 NC Building Code requirements. Electrical permits must meet the 2021 National Electrical Code with current NC amendments. The NC Department of Insurance's Engineering Division provides code interpretation. Local jurisdictions issue permits under this state code framework.
For most commercial construction in NC, yes. G.S. 160D-1110 requires plans to bear the NC seal of a licensed architect or engineer if the General Statutes require professional preparation. Commercial projects with a total value under $200,000 and under 3,000 sq ft are exempt from the seal requirement. Residential (1 and 2 family) drawings do not generally require a professional seal but must identify the author by name and address.
Most NC counties require 2 complete sets of construction drawings for commercial permit review. Mecklenburg County (Charlotte) requires 3 sets for many commercial project types. Wake County (Raleigh) typically requires 2 sets. Residential plans for 1 and 2 family dwellings don't require plan review submission but must be kept on the job site. Confirm exact set counts with your county's building inspection office.
NC Building Code requires permit submissions to include as a minimum: floor plan, site plan, foundation plan, floor or roof framing plan (or truss layout), all fenestration penetrations, and flashing details. Commercial projects also require energy code compliance documentation, life safety plans, and structural calculations for applicable elements. Missing minimum content triggers rejection before plan review begins.
Most NC building departments require 24×36 (ARCH D) for commercial permit submissions. Mecklenburg County (Charlotte) requires 24×36. Wake County (Raleigh) accepts 24×36 as standard. Some counties may accept 18×24 for simple residential projects, but 24×36 is the safe standard for any commercial project or complex residential permit.
Orders submitted before 12 PM EST Monday–Friday ship the same business day via UPS. UPS Ground typically reaches Charlotte and Raleigh in 1–2 business days.
